Anutin Outlines 4P Framework and R&D Push to Navigate a Disorderly World

At 7:00 PM on July 31 at the Auditorium of the Faculty of Engineering, Chulalongkorn University, Prime Minister and Interior Minister Anutin Charnvirakul delivered a special keynote address titled "Navigating Crises and Coping with the New World Order" at The Intania Forum: Surviving Under the New World Order. He stated that today's global environment may no longer be a New World Order, but rather a New World Disorder characterized by a lack of established formulas and changes happening too fast for traditional mindsets, requiring the government to ensure preparedness through flexibility, self-reliance, and data-driven decision-making.

Anutin noted that while Thailand's past growth relied on globalization, manufacturing bases, export, and tourism, the urgent gap to fill is research and development (R&D). The latest technological wave has narrowed the starting line among nations, meaning that targeted investments can still elevate Thai industries in time. Furthermore, he emphasized that adopting modern technologies, particularly AI, must strictly adhere to the 4P framework: Prevention of impacts, Prosperity generation, Potential enhancement, and Protection against harm to humans, society, and nature.

Regarding budget allocation and urban development, Anutin stated the government's readiness to invest in long-term infrastructure such as flood defense systems, noting that Thailand previously spent roughly 50,000 billion baht annually on flood relief. He also stressed the creation of new economic cities to decentralize wealth away from Bangkok, alongside empowering human resources through education and reskilling so Thais become technology creators rather than mere users.

On bureaucratic reform, the Prime Minister revealed plans to make the state more agile, transparent, and intelligent through technology. Additionally, the government is reorganizing state welfare cards to directly target those in true need and encourage the workforce to re-enter the economic system sustainably.
