A native of Trang province, Praphas pursued a rigorous legal education. He earned a Bachelor of Laws with Second Class Honors from Ramkhamhaeng University, followed by an International Tax Program and Master of Laws (ITP/LLM) from Harvard Law School in the United States. He was also a Barrister-at-Law, certified by the Thai Bar Association.
Praphas's career reflects deep expertise across various pillars of Thailand's Ministry of Finance, ranging from public debt management to state enterprise policy and treasury operations. These critical financial portfolios require stringent oversight, a background that ultimately positioned him well for appointment to the anti-corruption commission later in his career.
