Top police chiefs representing Scotland, England, Wales, and Northern Ireland have formally intervened to urge the prime minister to block the upcoming January release of Jessie Cole and Albert Bowers, who are set to benefit from the government's prison overcrowding reduction scheme.
PC Andrew Harper, 28, suffered fatal injuries while on duty in 2019 when he was dragged behind a getaway car used by three teenagers fleeing a quad bike theft in Berkshire. In 2020, Cole and Bowers were sentenced to 13 years in prison after being convicted of manslaughter.

Under sentencing law changes enacted this year, both offenders became eligible for custody release after completing only half of their prison terms. The early release initiative is projected to release approximately 5,000 prisoners, down from an initial 6,000 following exemptions carved out for the most severe crimes, including rape and child sexual offences.
