Managing infrastructure across multiple virtual machines spanning different regions often starts simply, with one VM per region running an identical service. As Terraform setups expand naturally, developers frequently encounter a common scenario: needing a VM in a new region, copying an existing region folder, renaming a few parameters, and adjusting distinct values such as geographical locations, network ranges, and naming conventions.
By the time three regions are deployed, maintaining nearly identical folders spanning hundreds of lines—differing in perhaps only ten lines of actual content—becomes cumbersome. Any structural modification, whether adding a tag, tweaking disk sizes, or updating naming rules, requires manual updates across every single folder, creating a high risk of human error or introducing subtle inconsistencies between regional environments.
This represents the classic copy-paste infrastructure trap. While it feels fast and frictionless initially, every subsequent region added exponentially increases the cost and maintenance overhead of future changes.
The effective fix is to stop treating each region as a standalone Terraform project and instead treat the infrastructure definition as shared code, abstracting regional differences purely as data variables through specific architectural steps:
- A shared module containing core resource definitions like VMs, networking, and disks, parameterized via input variables for regional variances.
- A single shared root configuration entry point that invokes the module instead of maintaining separate root setups per region.
- A concise regional configuration file spanning just five or six lines to declare location specifics, resource names, and network ranges.
Provisioning a new region now simplifies down to writing one lightweight configuration file without duplicating Terraform resource codes, setting up new pipeline definitions, or copying directory trees. The obvious benefit is code deduplication, while the less obvious yet vital benefit is systemic correctness.
