The United Arab Emirates (UAE) has been an early adopter of artificial intelligence, publishing a national AI strategy in October 2017 and appointing Omar Sultan Al Olama as the world's first state minister for AI at age 27. Over the years, the nation has built the digital identity, sovereign cloud, and data-sharing layers that most governments are still in the process of procuring.
Testing for the next phase began this month as more than 100 federal officials attended a workshop to launch the strategic track of the UAE's agentic AI project. Organised by the National Committee for the Agentic AI Project, the session aims to convert half of federal government operations, services, and tasks to agentic AI models within a two-year timeframe, setting implementation priorities and task classification frameworks.
Huda Al Hashimi, Deputy Minister of Cabinet Affairs for Strategic Affairs, described the workshop as the operational beginning of deploying AI models across government activity. The initiative spans seven pillars, including strategy and projects, foresight, policies, governance, government performance, global competitiveness, and innovation in government work.

The workshop operated under the guiding principle: human leads, AI enables. When announcing the framework, Sheikh Mohammed bin Rashid Al Maktoum stated that the UAE would be the first government globally to extensively deploy Agentic AI models across sectors to manage operations without human intervention.
The UAE's aggressive push into Agentic AI sets it apart from governments across Asia and Europe that have national strategies but lack concrete timelines. By attaching a strict two-year deadline and numerical targets, the UAE is forcing a confrontation with unresolved legal liability issues regarding automated government decisions that no other state has yet answered.
Despite the ambitious rollout, questions regarding accountability remain open until classification frameworks are officially published. Current releases cover pillars, training, and governance structures, but do not yet address citizen recourse or liability when autonomous systems make errors.

Oversight for the initiative is managed by Sheikh Mansour bin Zayed Al Nahyan, with a taskforce chaired by Mohammad Al Gergawi. In May, the Cabinet approved the first package of government services to use agentic AI tools alongside a massive training initiative targeting 80,000 federal employees.
