Thai Gov Emphasizes Chana Development Relies on SEA Study Framework

Ms. Ratchada addressed the ongoing developments concerning the spatial planning and development guidelines for Chana district in Songkhla province, stating that the government acknowledges all concerns and remains fully prepared to listen to input from every sector to ensure policies align with local needs.
To guide this initiative, the Office of the National Economic and Social Development Council (NESDC) has carried out a Strategic Environmental Assessment (SEA) under the master plan for area development in Songkhla and Pattani provinces. Prince of Songkla University served as the project consultant, conducting the study over a period of nearly three years from December 29, 2025, to August 28, 2028.

The comprehensive study encompasses several critical dimensions, including the analysis of territorial suitability, development alternatives, monitoring and evaluation frameworks, and public participation initiatives. Throughout the research period, more than 40 formal and informal engagement forums were organized, reaching out to local residents, communities, business sectors, civil society, government agencies, educational institutions, and stakeholders.
Strategic Environmental Assessment (SEA) serves as a vital policy-level planning tool that evaluates cumulative economic, social, and environmental impacts before major policy decisions are made. In regions with high socio-economic sensitivity like southern Thailand, implementing SEA helps bridge divergent stakeholder views and promotes sustainable long-term development.
Ms. Ratchada emphasized that the SEA focuses on the overall developmental direction of Songkhla and Pattani, evaluating economic, social, quality of life, and environmental dimensions collectively rather than approving any single standalone project. The Cabinet acknowledged and approved the SEA findings on June 16th.
Regarding differing opinions, the government is fully open to listening. Moving forward, the development trajectory for Chana will integrate these diverse voices with comprehensive research data gathered through broad public participation, prioritizing the welfare of local citizens and adhering strictly to legal procedures.
