The National Digital Economy and Society Commission (NDESC) under the Ministry of Digital Economy and Society has officially launched the AIPASS platform under the TH-AI Passport project. Following pre-registration which began on August 19, the initiative aims to promote learning and artificial intelligence utilization among students, government personnel, the general public, and entrepreneurs.
Users who successfully pre-registered gained access to the platform via aipass.go.th starting at 09:00 AM on August 31. The platform consolidates artificial intelligence tools from over 14 developers into more than 30 models within a single interface, providing Thai users with diverse access to modern AI technology.

This development gained widespread attention after Karndee Leopairote, a party-list Member of Parliament and deputy leader of the Democrat Party, published a Facebook post revealing the comparative results of using the exact same AI model through the official AIPASS platform versus standard free versions.
Comparing outputs from AI models operating under different foundational system prompts or governance guardrails highlights how state-backed platforms may enforce specific content boundaries or moderation policies. These adjustments directly influence tone and perspective when analyzing government initiatives, making such comparative testing a focal point in discussions regarding AI governance and information access.
During the test, Karndee utilized a specific prompt asking for a macroeconomic and general user analysis regarding the cost-effectiveness of the TH-AI Passport project, which utilizes a 1.621 billion baht budget derived from public taxes, along with potential cautions to keep in mind.
The results revealed that accessing Gemini 3.1 Flash Lite via the AIPASS platform yielded answers aligned with standard government communications praising the project's utility. Conversely, running the test on the free version (Gemini 3.5 Flash Lite) generated critiques focusing on resource depletion, capital outflow, lack of domestic capital accumulation, and opportunity costs, alongside general user benefits.
Karndee concluded by inviting citizens and interested individuals to conduct objective, academically sound tests and share their findings to further examine and evaluate the technology's performance.
