For activist Shawmar Pitts, these concerns are far from theoretical. He knows firsthand what it means to live in the shadow of American industrialization as a lifelong resident of the Grays Ferry neighborhood in Southwest Philadelphia, where he grew up next to the East Coast's largest oil refinery before it shut down following a 2019 explosion. Although his family and friends suffered from chronic illnesses, he only connected the dots after encountering the environmental justice group Philly Thrive in 2018.

Despite the challenges, citizen opposition is yielding results. New York Governor Kathy Hochul signed an executive order temporarily halting large project permits, while cities like Denver, Indianapolis, Asheville, Charlotte, and Reno have instituted data center moratoriums to thoroughly evaluate potential impacts.
