The National Anti-Corruption Commission (NACC) has unanimously resolved to find a former high-ranking military officer guilty of severe criminal and disciplinary offenses following an investigation into corruption involving security budgets in the southern region.
The accused is Rear Adm. Vorapol Tongpan, who previously served as the Director of the Legal and Human Rights Office at the Internal Security Operations Command (ISOC) Region 4 Forward Command, where he was found to have authorized the inclusion of non-existent personnel on payroll lists.

According to the NACC's investigation, these phantom soldiers were systematically added to official documents to continuously claim daily allowances and hazard pay meant for personnel operating in dangerous zones, resulting in the leakage of state budgets.

The damage caused by this incident not only burdens the state budget but also undermines morale in the southern border provinces, as funds intended for personnel welfare were embezzled by individuals tasked with maintaining peace.
Cases of this nature highlight vulnerabilities in internal auditing within security agencies, which often face restrictions regarding classified information and special zones. Independent investigations by anti-corruption bodies serve as a crucial mechanism to combat structural corruption and deter high-ranking officials from misusing state funds.
The NACC will now forward the investigation report and evidence to the Attorney General for criminal prosecution in the competent court, as well as notify superiors to enforce disciplinary penalties in accordance with the law.
