Deep Dive into Indian Agency Costs: Why the Price Gap Jumps 20% or 42% Based on GST Status

In the Indian software development landscape of 2026, the decision to hire a freelancer versus a software development agency comes with clear guidelines. If a project is valued below 1,00,000 rupees, has a single-page scope of work, and can tolerate a two-week disruption, choosing a freelancer is recommended. However, if the value exceeds 1,00,000 rupees, requires more than one skill set, or has an unmovable launch deadline, hiring an agency is the more appropriate answer.
However, comparing price tags between freelancers and agencies often hides a secret. Most freelancers do not charge GST if their service revenue is below the 20-lakh rupee threshold where registration is mandatory, while all agencies will always add an 18% GST. If you are a GST-registered business, this 18% tax can be claimed as input tax credit, but if you are not registered, this amount instantly becomes a lost cost for you.
Consider this comparison between a freelancer's quote of 1,00,000 rupees and an agency's quote of 1,20,000 rupees for the exact same scope of work:
- If you are a registered company, taxes are financially neutral, and choosing an agency comes down to the straightforward question of whether work continuity is worth the one-fifth price increase.
- If you are a sole proprietor, individual founder, or a doctor building a clinic website, you fall into the 42% group, which makes the agency about 40% more expensive than what appears on the quote. And this is the real reason for choosing to hire a freelancer.
Beyond GST, there is also the matter of Tax Deducted at Source, or TDS, which is typically deducted at 10% under Section 194J for professional and technical services before payment is made. Agencies handle this every month and issue proper invoices, but novice freelancers might not know this rule and mistakenly think they are being underpaid. Therefore, you should always inquire in writing before paying the first installment whether they are GST registered and if TDS is deducted under Section 194J.
For an 8-screen application, prices range from approximately 60,000 to 1,50,000 rupees for a freelancer and 1,00,000 to 3,00,000 rupees for a small agency. This 40% to 100% price difference is traded for continuity, because a freelancer is a single point of failure who might crash, whereas an agency comes with a contract, a team, and someone to pick up the phone in the seventh month.
