- Songsak confirms provincial DDPM budgets are ready to tackle El Nino impacts.
- Allocated funds cover both disaster prevention and public relief efforts.
- Central government funds can be deployed immediately if local budgets fall short.
Mr. Songsak has addressed questions regarding financial preparations for assisting and relieving citizens affected by impending drought conditions, confirming that the Department of Disaster Prevention and Mitigation (DDPM) already has routine provincial budgets in place to manage the situation.
The existing financial allocation is specifically designed to handle two critical operational phases: halting unfolding crises and providing compensation or relief to affected individuals, serving as the frontline mechanism for local administrative management.
Drought conditions driven by the El Nino phenomenon typically pose severe challenges to agriculture and water supply management in Thailand. Having localized provincial budgets enables rapid initial responses, while the contingency of utilizing central government reserves ensures that larger-scale emergencies can be financially supported without bureaucratic delays.
Nevertheless, it was acknowledged that initial local funding might face limitations depending on the severity of the crisis. To counter this, a backup plan is fully established, noting that if the available funds are insufficient, central budget reserves can be accessed seamlessly to maintain uninterrupted assistance.
