The systemic overcrowding crisis in England and Wales prisons is the result of decades where facility expansion failed to match the rising prison population under successive administrations. PC Andrew Harper, a 28-year-old officer from Wallingford, Oxfordshire, was killed in 2019 after being dragged behind a getaway vehicle driven by teenagers fleeing a quad bike theft in Berkshire. While Cole and Bowers become eligible for release next year under current rules, the third convicted individual, Henry Long, received a longer 16-year sentence and remains ineligible for early release consideration.
