- HackAVP is the first hackathon dedicated to public sector employment in New Caledonia.
- The 7-week format allows employees, parents, and remote participants to join.
- Teams must build solutions covering four mandatory functions using open data.
- Final projects will be presented via live demos on November 4.
HackAVP has officially kicked off as the premier hackathon dedicated to employment opportunities within the public service of New Caledonia (NCL). Requiring no prior registration or paperwork, teams are formed on-site during the opening night, which serves as the only mandatory attendance date throughout the entire seven-week initiative.
The core issue being addressed is that a published job offer is not necessarily a found job offer. Common barriers include suboptimal mobile and tablet browsing experiences, a lack of targeted search engines filtered by profession or skills, discouraging bureaucratic vocabulary, and vague job descriptions that fail to specify the target audience, alongside overall accessibility challenges.

As an EPIC public institution, OPT-NC has published all its vacancy notices (AVP) on data.gouv.nc/avis-de-vacances-de-poste-avp-drhfpnc for many years. What is new is that these openings are no longer restricted to the DRHFPNC website, as the public data infrastructure has been elevated to a robust level of interoperability and finish.
Open data initiatives play a crucial role in empowering civic tech and public transparency. When an organization like OPT-NC structures and publishes raw vacancy data in machine-readable formats, it unlocks opportunities for developers and innovators to build secondary services—such as customized job matchmakers or intelligent alert systems—that effectively bridge the gap between job seekers and public administration.
Now that the data is truly exploitable, the question remains regarding who will leverage it and what benefits will emerge. The HackAVP hackathon serves as the organized answer to this challenge. Over seven weeks, Caledonian teams build services that make OPT-NC recruitment more readable and accessible, or leverage the data in ways the Office itself had not considered or had time to process, embodying the spirit of Open Innovation.
Co-organized by OPT-NC, La Station N under the Government of New Caledonia, and the Data & AI commission of the OPEN NC cluster, participation is free and open to everyone, including developers, students, designers, HR professionals, and data experts. The extended format is an intentional choice for inclusion, as a traditional 48-hour hackathon automatically filters out those unavailable for an entire weekend, whereas seven weeks opens participation to employees, parents, and those living outside Nouméa.
On November 4, projects will be presented in a live demo at TECH'N CO, hosted by French Tech NC and OPEN NC in front of the gathered Caledonian digital ecosystem. Solutions must bridge the gap between candidate profiles and administrative job postings by incorporating four mandatory functions that ensure projects remain comparable, complete with a transparent demonstration video showcasing the entire workflow from profile input to document generation.
