MP Phakamon has raised serious concerns regarding a massive local civil service examination corruption ring with an estimated financial scale of up to 10 billion baht. She highlighted a specialized group of favored candidates who bypass the standard 300,000 to 700,000 baht bribe fees required in typical corruption cases, instead having their answer sheets directly altered through political connections and influential officials.
This fraudulent network involves individuals across various government tiers, ranging from departmental officials and high-ranking ministry bureaucrats to provincial governors, district chiefs, and local power brokers. Some beneficiaries even recorded initial test scores higher than candidates who actually paid out-of-pocket bribes, exposing deep-seated institutional vulnerabilities.

A prominent example occurred in Nakhon Si Thammarat province, where two candidates who shared the same surname as the provincial governor initially passed the first round of local official recruitment. Their actual Part A test scores of roughly 30 were fraudulently boosted to 70-80, while their Part B scores jumped from about 50 to 90, securing them official positions before the Department of Local Administration eventually revoked their names.
The critical issue is that the provincial governor in question is scheduled for a promotion to Director-General of the Land Department under the Ministry of Interior this October. Phakamon questioned the government's sincerity, arguing that promoting individuals perceived as complicit in systemic corruption severely damages public trust, particularly within the Land Department, which handles immense financial assets and complex interests.
Corruption within civil service entrance examinations represents a severe structural flaw that undermines administrative integrity. When high-level figures can manipulate official testing outcomes without immediate administrative consequences, it highlights critical gaps in governmental oversight and internal accountability mechanisms.
Beyond the local exam scandal, information regarding ongoing irregularities within the Department of Provincial Administration remains uninvestigated. She challenged whether the Bhumjaithai-led government's reluctance to address these deep-rooted problems stems from a desire to place loyal loyalists in key bureaucratic positions across critical departments.
