On September 9, 2026, at 11:15 PM, the parliamentary session deliberated on Section 25 regarding the Ministry of Public Health. During the session, Mr. Nattacha Boonchaiinsawat, a party-list MP from the People's Party, raised concerns regarding the budget management under the Department of Health.
The focal point of his inquiry was the construction project of the new National Cancer Institute located in the Bang Khun Thian district of Bangkok. The total construction value for this mega-project is budgeted at 3.285 billion baht, with previous multi-year budget commitments allocating 25% (over 400 million baht) and an additional 10% requested for the current fiscal year.
However, document reviews and physical site inspections revealed a stark contradiction. Although the state has already disbursed approximately 25% of the total budget—equating to around 800 million baht—the actual physical construction progress stands at a negligible 0.003%.
"We see this much of the site, yet the Thai state has paid 800 million baht. Furthermore, document reviews indicate that the project has encountered issues preventing construction from moving forward."

The People's Party MP further detailed that the actual site currently contains no structural buildings whatsoever, featuring only zinc perimeter fencing and piles of red dirt inside the enclosed area, raising serious transparency questions.
This parliamentary inquiry highlights critical issues in public sector project management and budget disbursement transparency, particularly regarding multi-year commitments for large infrastructure projects where fund allocation outpaces physical progress. Authorities are pressured to provide transparent explanations regarding contractual bottlenecks.
While local residents in Bang Khun Thian initially welcomed the establishment of a major medical facility in their district, representatives emphasized that public funds cannot be written off when tangible outcomes remain entirely absent.
