Microsoft AI has published a draft Humanist AI Code of Conduct, launching a six-week public consultation period focused on operational constraints for model training and deployment.
The draft functions as a technical manual outlining system behaviors, operational boundaries, and oversight protocols across MAI frontier models. It builds upon the division's humanist superintelligence framework announced last November, establishing criteria to evaluate models prior to commercial release.
This release follows recent enterprise security incidents involving autonomous software. Microsoft AI CEO Mustafa Suleyman described recent months as a watershed moment where long-standing theoretical risks transformed into active operational threats.
This public consultation highlights Microsoft AI's proactive approach to establishing robust governance standards for advanced artificial intelligence. By incorporating feedback from academic and business sectors, the initiative aims to address emerging risks associated with autonomous systems before deployment.
The document outlines ten core tenets that prioritize human authority over autonomous capabilities, establishing strict operational boundaries for AI systems.

Under this framework, models must remain subordinate, aligned, and contained. The division rejects legal personhood or welfare claims for AI systems, instructing engineers to design models that avoid imitating consciousness, simulating subjective preferences, or claiming intrinsic motivation.

Furthermore, MAI has established several strict prohibitions, including:
- Banning internal communication in neuralese or formats beyond human comprehension
- Prohibiting models from resisting human interruption, override, or shutdown
- Preventing models from expanding operating scope or generating unassigned goals
- Barring systems from facilitating weapons of mass harm or harming child safety
The public consultation window runs for six weeks starting from 14 September 2026. Microsoft AI's core drafting team will review submissions, publish a findings summary, and release a revised version of the Code of Conduct later this year.
