  • New Education Secretary Lucy Powell places the student loan system at the top of her in-tray.
  • Plan 2 loans carry an interest rate of RPI plus 3% for students who enrolled between September 2012 and July 2023.
  • Former Chancellor Rachel Reeves previously froze the repayment threshold at £29,385 between 2027 and 2030.
  • Treasury Committee MPs stated that comparing student loan repayments to phone contracts amounted to mis-selling.

Newly appointed Education Secretary Lucy Powell has stated her firm intention to ensure the student loan system is fair, emphasizing that the issue sits right at the very top of her working agenda.

Plan 2 student loans were taken out by undergraduates in England between September 2012 and July 2023, and the scheme remains active in Wales. Under these terms, graduates are required to repay a percentage of their earnings above the repayment threshold at a rate of 9%.

In November of last year, then-Chancellor Rachel Reeves announced that the repayment threshold for Plan 2 borrowers would be frozen at £29,385 from 2027 through 2030, departing from the previous mechanism of rising alongside inflation. This policy adjustment means borrowers will commence repayments earlier than otherwise scheduled, while rising salaries will subsequently trigger larger overall repayments. Consequently, campaigning groups have openly demanded a reversal of this decision.

Furthermore, the government stated back in April that interest rates applied to specific student loans in England, including Plan 2, would face a designated cap of 6%.

The ongoing controversy surrounding student loans highlights the difficult balancing act between public finances and graduate debt burdens. Policy decisions regarding interest rates and repayment thresholds directly shape the financial futures of millions, making ministerial scrutiny over these mechanisms a critical focal point for higher education reform.

During an interview with Matt Chorley on BBC Radio 5 Live, Powell mentioned that she is exceptionally familiar with the matter because her own eldest child holds a Plan 2 loan. She elaborated further by stating:

"I think it's not just about the threshold of when people start to pay it back, but also the interest rate which is RPI plus 3%."

Meanwhile, cross-party MPs sitting on the Treasury Committee declared this month that drawing comparisons between student loan repayments and consumer commitments like mobile phone contracts or cinema tickets "amounted to mis-selling" by the government. This followed an investigative report by the BBC revealing that government promotional presentations delivered to teenagers a decade ago likened student loan repayments to a standard £30-a-month phone contract.

Earlier this year, Conservative leader Kemi Badenoch also weighed in on the debate by pledging to reduce the interest rate charged on Plan 2 loans, proposing a strict cap limited to the Retail Prices Index (RPI) alone, which currently stands at 3%.
