The United States Department of Justice has formally indicted five men allegedly connected to Russian Intelligence Services, accusing them of orchestrating a conspiracy to murder individuals aligned with Ukraine across the US and Europe.
According to federal authorities, the defendants are accused of paying or attempting to pay operatives to target perceived threats against Moscow. All five face charges of participating in a conspiracy to finance terrorism, which carries a maximum sentence of twenty years in prison. Officials noted it remains unclear whether the accused are currently residing inside the United States.
Three of the defendants have been identified as high-ranking figures within the intelligence network, including Yuri Khrameev, a 63-year-old former Russian intelligence colonel, and his 27-year-old son Kirill Khrameev, an FSB officer. The third senior suspect is Oemis Romagoza Durruthy, a 35-year-old Cuban national residing in Russia.

The remaining two defendants, Yaidel Delgado Suarez and Angel Eduardo Castro, were accused of recruiting local individuals inside the United States to surveil and eventually eliminate a prominent Russian dissident. Recruits were reportedly offered up to $1,500 for surveillance work and an additional $40,000 upon successfully carrying out the assassination.
This indictment underscores the ongoing concerns regarding transnational repression and covert operations directed against dissidents and political targets abroad. By utilizing local proxies and diaspora networks, intelligence agencies often attempt to maintain plausible deniability while executing operations far beyond their national borders.
Authorities noted that this is part of a broader pattern of thwarted threats, following recent security incidents in Poland and Germany involving plots against high-profile figures linked to Ukraine and defense manufacturing, unfolding alongside recent high-level diplomatic contacts between US and Russian officials.
