India's telecom regulator, TRAI, has extended its anti-spam regime by amending commercial communication rules to make it mandatory for caller-id and call-management apps to forward user spam reports to a blockchain-based platform maintained by telecom operators, which tracks commercial communications and enforces anti-spam policies.

According to TRAI, the amendment aims to broaden the pool of spam reports for enforcement actions against spammers by connecting app-collected data directly with telecom industry infrastructure. India serves as Truecaller's largest market, accounting for over 350 million of its 500 million monthly active users globally, utilizing community reports alongside automated detection to filter junk calls.

The regulatory update arrives as India grapples with massive volumes of fraudulent calls. In a February report, Truecaller stated that its users in the country encountered around 42 billion spam calls in 2025, including blocked or ignored calls, while noting that nearly 12 billion spam calls were blocked during that year.

This is not the first friction point between Truecaller and Indian regulators over spam handling. The Stockholm-based firm previously objected to restrictions barring apps from automatically labeling government-designated number ranges as spam. Friday's amendments maintain that restriction, prohibiting blanket filtering on promotional and transactional number series, though individual users retain device-level control.

Furthermore, the updated framework addresses automated AI voice agents and software-driven calls. Calls initiated without a direct human dial fall under the application-to-person (A2P) framework, requiring companies to declare their usage and phone numbers to telecom operators beforehand. Undeclared A2P calls will be classified as spam, and carriers are permitted to levy termination charges of up to 0.052 cents per minute.
