The system was officially launched at the Chomklao Building press room of the Ministry of Higher Education, Science, Research and Innovation (MHESI). Prof. Dr. Yodsanan Wongsawat, Deputy Prime Minister and Minister of MHESI, joined the announcement alongside General Adul Boonthamcharoen, Minister of Defense overseeing flood relief in Bangkok and the central region; Jatuphorn Prompan, Minister of Labor; Nikorn Somklang, Minister of Social Development and Human Security (MSDHS); Akaranan Kannakitinan, Deputy Minister of Education; and Assoc. Prof. Dr. Tavida Kamolvej, Deputy Governor of Bangkok.

Prof. Dr. Yodsanan explained that since many residents lack insurance coverage for their losses, mobilizing resources from multiple sectors is crucial. The foundation of this initiative is Traffy Fondue, a platform managed by NECTEC under NSTDA that the BMA is already familiar with. The system acts as a central hub uniting manpower networks, including Rajamangala Universities of Technology, Rajabhat Universities, vocational education groups, and the Department of Skills Development.

Adapting the Traffy Fondue platform for disaster recovery highlights how civic technology can scale beyond routine urban complaints to coordinate macro-level crisis response. Centralizing requests through LINE reduces bureaucratic friction, preventing citizens from having to navigate multiple agencies independently while enabling the government to dispatch specialized technical teams and volunteers directly to critical zones.

Dr. Wasant Pataromchai, Director of NECTEC, noted that the services cover housing repairs, electrical appliances, wiring, automobiles, motorcycles, cleaning, shelters, food, beverages, and medical services, depending on local agency capacity. The pilot program has officially launched across seven provinces: Bangkok, Pathum Thani, Nonthaburi, Samut Prakan, Samut Sakhon, Nakhon Pathom, and Kanchanaburi.
