On October 6, 2026, at the Department of Disaster Prevention and Mitigation (DDPM), Prime Minister and Minister of Interior Anutin Charnvirakul spoke after chairing a meeting of the National Disaster Prevention and Mitigation Command (NDPMC) regarding clashes among local residents in Prachin Buri and Nakhon Nayok provinces over the dismantling of water barriers. He confirmed that officials had been dispatched to handle the situation and advised reporters to seek specific details from DDPM Director-General Nirat Pongsathavorn.
Nirat elaborated on the operational approach, stating that authorities must urgently build understanding among communities living both upstream and downstream regarding the benefits of the water management measures. Officials are required to assess which side will bear the brunt of the impact, determine appropriate barrier heights, count affected populations, outline compensation plans, and estimate the duration of the hardship.
Water resource management during flood seasons frequently triggers friction between upstream and downstream communities due to asymmetrical impacts. While upstream areas often absorb excess water to safeguard downstream zones, local residents bear direct consequences, making transparent communication and fair compensation essential strategies for mitigating social tension during crises.

Nirat further highlighted that water barriers play a critical role in controlling drainage directions and protecting specific areas, requiring provincial governors in both provinces to actively communicate with residents and establish appropriate mitigation thresholds. The local administration must ensure that community concerns are addressed transparently to prevent escalating disputes.
Furthermore, disaster response teams remain on high alert as they monitor southern water conditions entering a critical 10-day window, demanding close coordination across all relevant agencies to minimize potential damage and provide timely assistance to vulnerable communities.
