On September 22, 2026, the Thai Cabinet reached a resolution to approve the restoration of welfare card eligibility for students enrolled in vocational education and the Department of Learning Promotion, known as Sor Kor Sor.
Previously, numerous students within the vocational and learning promotion sectors—particularly those in non-formal education and vulnerable demographics—faced issues where they were disqualified from registering for state welfare cards due to standard student status criteria.
This policy adjustment marks a crucial step in supporting working-age learners and senior citizens who must balance education with earning a living. Being disqualified solely based on their student status presented a significant financial burden. The Ministry of Education's effort to separate non-formal learners from strict disqualification rules directly addresses the livelihood needs of vulnerable populations.
To resolve this, the Ministry of Education coordinated with the Ministry of Finance to request a revision of the criteria, specifically separating non-formal learners—formerly known as Kor Sor Nor—from the standard disqualification rules, acknowledging that many working adults and elderly individuals must study while generating income.

Furthermore, the Ministry of Education confirmed that individuals who previously dropped out or left the educational system can contact schools to re-enroll or apply anew, ensuring they regain access to educational opportunities alongside government support.
