UK Prime Minister Andy Burnham has unveiled a major proposal to overhaul social care in England, aiming to provide free access to social care services for everyone and putting the plans directly before voters at the next general election to tackle the strained system.
Currently, unlike the National Health Service (NHS), adult social care is not free at the point of use. In England and Northern Ireland, individuals with savings exceeding 23,250 pounds are ineligible for council financial assistance with care costs, whereas Scotland and Wales operate under different eligibility rules.
Aligning social care with NHS principles represents a monumental financial and structural challenge for the UK government. While the NHS is funded through general taxation and free at the point of delivery, social care relies heavily on local councils and personal contributions. Implementing a universal system while Labour maintains strict manifesto pledges not to increase income tax, national insurance, or VAT will require navigating complex funding mechanisms.
Shadow home secretary Chris Philp criticized the proposal, arguing that it signals Labour's intent to implement further tax rises to fund the reforms, and confirmed that the Conservatives would not back the initiative.
Burnham, who has made social care reform a flagship policy, noted that his commitment is personally driven by the experience of his late father Roy, who suffered from Alzheimer's and passed away earlier this month.

Although Burnham stated that nothing is off the table regarding how the system will be funded and insisted that everyone will contribute and be covered, specific financial details have not yet been finalized. The framework, developed by Baroness Casey, will undergo cross-party talks to build consensus after Burnham requested she bring forward her review from its original 2028 delivery date to next summer.
