- Around 1.5 million UK households rely on heating oil but lack the consumer protections of gas and electricity users.
- Prices have soared close to doubling over the past year, placing a heavy financial burden on families.
- The government plans to accept CMA recommendations to tighten regulations, promote competition, and review minimum order limits.
- Industry experts argue that regulation alone will not lower prices, calling instead for VAT cuts on heating oil.
Heating oil customers are facing a challenging winter season despite government pledges to introduce stricter regulations across the sector. The rising costs have sparked widespread concern among consumers who rely heavily on this energy source for warmth during the colder months.
Ministers stated they will tighten rules, foster market competition, and establish clearer compensation pathways for consumers if issues arise. Authorities will also review minimum order level thresholds set for certain consumers, noting that domestic storage tanks typically hold between 1,000 and 2,000 litres.

With prices having nearly doubled over the past year, some campaigners have pushed for heating oil users to receive the same price cap protections applied to regular variable gas and electricity tariffs in England, Scotland, and Wales. However, the government has given no indication of proposing such a cap, nor has it specified when the stricter rules will take effect.
In the interim, oil users have been offered heat pump discounts, a code of practice has been established, and industry minimum order volumes set at 500 litres for some consumers are currently under review. Officials noted that these practices previously forced many individuals to purchase more fuel than necessary.
"Just putting regulation in place is not going to reduce the price for customers. What we would like to see is the VAT off heating oil or targeting that specifically."

The ongoing volatility in global energy markets highlights the structural vulnerabilities faced by off-grid rural communities. Unlike urban consumers connected to mains gas and electricity networks, heating oil users operate outside the direct price cap protections enforced by energy regulators, leaving them disproportionately exposed to sudden geopolitical price spikes.
Roughly 1.5 million households depend on heating oil without enjoying the same regulatory safeguards as grid-connected energy consumers. While the energy regulator Ofgem sets standard variable tariff caps across England, Wales, and Scotland, Northern Ireland operates under a separate regulatory framework where 60% of households rely on heating oil.
