UK Chancellor John Healey has unveiled a budget featuring a total of 98 small measures.

A £100 energy bill support is introduced for households in Council Tax bands A to D.

The government avoided raising major revenue generators like income tax, national insurance, or VAT.

The Office for Budget Responsibility (OBR) notes that the economic outlook remains highly uncertain.

BBC political editor Chris Mason described the latest UK Budget as a flotilla of small measures. Westminster has been reviewing the 150-page Red Book and the Economic and Fiscal Outlook published by the Office for Budget Responsibility (OBR). The Red Book details 98 measures the chancellor will implement, which is considerably more than normal and exceeds previous budgets under Rachel Reeves, though almost all of them are relatively small in terms of their treasury impact.

This explains why pre-budget commentaries suggested there would be little of substance in John Healey's address. As expected, it was a smaller budget in overall tax and spending terms compared to recent years. Having promised not to raise income tax, national insurance, or VAT—the major revenue generators—the Labour government looked elsewhere, increasing taxes for savers, landlords, and banks, which risks drawing complaints from affected sectors.

98Number of budget measures

£100Energy bill support

The central challenge for Healey is that public finances and household finances alike are struggling. The OBR stated that the outlook for the economy and public finances is uncertain, with significantly better or worse outcomes of broadly equal probability. External factors such as developments in the Middle East, US midterm elections, and the Israeli general election add further unpredictability to the economic landscape.

Stock photo for illustration only, not from the actual event

The reliance on a fleet of smaller measures rather than sweeping reforms highlights the tight fiscal constraints facing the chancellor. Interventions in a difficult economic climate often aim merely to make a grim situation slightly less severe rather than genuinely improving living standards. While mitigating hardship is a noble goal, it carries significant financial costs with potentially limited political reward, especially while inflation, interest rates, and the national debt remain elevated.

Opposition parties have criticized the Budget as thin and lacking ambition. In response, the government argues that it is one piece of a broader jigsaw puzzle from the new prime minister and chancellor, featuring upcoming plans to help young people into work, cut benefits before Christmas, and outline a long-term vision for the UK's relationship with the European Union.

Source: BBC Politics
